zero hour paid daily shift

We want to be able to pay our caregivers when a client cancels a shift or add some pay based on a daily rate (not for 15 minutes). Currently that required the employee to work at least a 15 minute shift and that counts for OT and hours for the week - we want to do a 0 hour shift.
